The Russian influence on Europe is  a major concern. The prospect of peace on the eastern front allowing more German troops to engage in the west is compounded by labor strife at home. The U.S. has yet to recognize the bolshevik government or the new world order. The executive branch is seeking more power - a super cabinet and munitions dictator - from the Congress.
