Who's in charge? The Philadelphia Home Guard leadership is in disagreement over who is in charge and inability to define a role of the 5000 volunteers. Having spent $22,500 on uniforms, no mission has been accomplished, the Mayor, the uniformed police, and a civilian director all claim supremacy. The distribution of food has been disrupted by rail system problems.
