Delaware has exceeded its Liberty Bond quota despite the influenza. In Wilmington the per capita contribution was $56, just less than 2 weeks of the average income. The Red Cross has issued its guidelines for Christmas packages, first on the list of “unmailables”: spiritous liquors.
