A 16 year old newsboy pleads to be able to buy a liberty bond, one of the youngest "self-supporting" Americans trying to aid the patriotic effort. Elsewhere the Brits are proposing to conscript Irishmen to the war, but are slowing the passage of the Home Rule (Irish liberty) bill. Eighty-two enemy aliens are rounded up in Milwaukee.
