The State Department has abandoned an effort to provide food aid to Russia as too difficult, even with Red Cross assistance. The bankers uncompensated when the Soviets renounced the Russian debt obligation remain resolute in support of the war. The crisis in production in Russia is seen as threatening the entire global economy.
